Rep. Betty Sutton has highest staff turnover rate in the U.S. House of Representatives
Just 19 percent of the staffers who worked for Sutton during the third quarter of 2009 remained with her through the third quarter of 2011, said the Sunlight Foundation study. The average retention rate for U.S. House of Representatives offices was 64.2 percent.

Cleveland youth, 16, turns self in to police following dragging death
Rosaura Oquendo, who would have celebrated her 17th birthday on Thursday, fell to the pavement near her West 81st Street home. Cleveland police said it is unclear whether a piece of her clothing got caught in the car or she was intentionally dragged down the street.
